Hey people,

My friend just bought a flat which has had a solar PV install in the last couple of years and he wanted me to have a quick look (not that I touch PV)

Anyway, I found this:

It looks like the guys have rammed the earth up the sleeve on the incomer? I can't see why they wouldn't of terminated the earth in the cut out?

The whole install is a lash up to be fair.
 
Probably the incoming cable is split-concentric.

The centre is the line (live) which is obviously insulated, and surrounding it are multiple cores for neutral (insulated) and earth (bare) so when taking those earth wires out to the main earth terminal they have taped or sleeved them, hence it looks that way (and not neat as an extruded PVC earth wire would).

The line and neutral terminate in the cut-out, with the red link in place of the main fuse (which presumably in somewhere in a communal distribution board).
 
According to this page, the Eland aluminium split concentric is orange:
But I would be a bit surprised to see Al used in a domestic feed.
