Removing celatex comes under - builders work in association with - down to main contractor
 
builder is crap,everything is to much trouble for him. Might be because the client asked me to do the install after they didnt like the look of his electrician and asked him to leave.

That will be it then! the builder isnt getting his cut on the electrics. just explain the issues to the client, the builder is answerable to the client
 
ask your builder to use chicken wire to pin fibre glass of fittings,or buy an do it urself,better safe than sorry. got to be fire rated if bedrooms etc above.
 
It's not ideal but short of pulling the ceilings down I don't see what choice you have

Only real option is cut the hole then slip your hand up and try and create a pocket
