That will be it then! the builder isnt getting his cut on the electrics. just explain the issues to the client, the builder is answerable to the client

i was planning on talking to the client in the morning was (and still am) unsure about the fibreglass laying on top of the downlights

ask your builder to use chicken wire to pin fibre glass of fittings,or buy an do it urself,better safe than sorry. got to be fire rated if bedrooms etc above.

It's not ideal but short of pulling the ceilings down I don't see what choice you have

Only real option is cut the hole then slip your hand up and try and create a pocket
