do you need to be part of a scheme to test a domestic dwelling?

if competent and adequtly qualified, experiance and understanding, can an electrician test and inspect of house, and give a certificate.

or will it need to be passsed on to a scheme?
 
No you don't have to be a member of a scheme.
Sometimes, insurance companies, or whoever ask for the inspector to be NICEIC or similar, but in my experience, they don't insist on it.
