Right ... Just been nudged to set this up by Paul.M and sounds a good idea following recent threads I've done in the Arms..

What device was on the end of that plug flex? Mind if I use that ??

Ultimately, a tumble drier... but that isn't what the plug was from.

As for your second question... Yes, I would mind, so can you use it? No. The primary reason is I would have no way of controlling how it is used and what kind of spin would be put on it in the context of your intended purpose. There are a multitude of reasons it could have happened and many of them do not implicate the electrician responsible for the work, there were other things going on that did suggest a spark who was a few neurons short of self-awareness had done some work on the install but whether that contributed to the outcome we'll never know.
 
I'm looking at that WC light...clever use of bare cpc to bundle the cables neatly, which saves the hassle of using the cord-grip for strain relief
After I pulled it all out and tidied it up.

Well, they aren't being used to earth the fitting.;)
Who'd try shoving 4 flat cables in a cable grip, though...…..JB and flex, maybe, or wago, if no access above.
