domestic emergency lighting

I was adding a circuit in a house recently, and above the db (located in a "livable state" cellar) was an emergency light bulkhead. I thought that was a good idea to have installed one (was done several years ago with a rewire). And wondered if it is becoming a common thing? Or if anyone has ever come across this before?
This wasn't a HMO or anything and was the only emergency light in the house.

Its a good idea, especially in a cellar, will give you 3 hours to investigate a blown fuse or mcb......due to a lot of power cuts, I have converted led fittings in my house. Nothing worse than being totally in the dark.

It makes sense to light up dangerous areas in a house if you have vulnerable people in it, generally to be honest. One near the consumer unit is a good idea too.

I installed an LED emergency fitting in my cupboard at home which contains the CU, shortly after I moved in.
It's a maintained one with a 'cupboard switch' so it comes on every time the door is opened.
When the cupboard is full of crap it doesn't give a lot of light, but enough to see to reset a breaker.

I have an emergency light in my garage fitted it not long after moving in when a lamp failed and tripped the lighting MCB saves having to find a torch to get to the CU in the garage

I offer this to all my customers where the CU is in a cupboard or in a garage etc. A good percentage go for it as they have, in all probability been in a situation where they are trying to find a breaker to reset when a bulb has blown. If its a big enough job and the owner likes his gear (in other words there is plenty of points being fitted), I throw one in. Its great PR, they dont cost much, the owner thinks you are great and you have some light when working on the CU.

I used to do that too , especially for the elderly. most people; as you say see sense too.

Cupboard under the stairs I have an integral CU with a functional light (surface clipped btw lol) fed from the none RCD side. Mrs M likes to see where she has parked her Dyson! Should change it for an EM really, just good practice.

If you decide to fit an EM in the CU cupboard, good idea to put it on the same lighting circuit as the floor it is on AND the smoke/heat detectors circuit. If the RCD trips the smokes will sound and the customer can see the CU.

LED EM bulkheads are really cheap these days, no reason why they should not be fitted (apart from cost). Lets see what the 18th Ed has to say about it???

At about £15 for the LED ones the won't break the bank . Essential in some places in my opinion.

I've fitted 2 free of charge on a couple of rewires because the home owner would find it helpful (just in case). Got them free of charge from other jobs so why not?
