domestic emergency lighting

I was adding a circuit in a house recently, and above the db (located in a "livable state" cellar) was an emergency light bulkhead. I thought that was a good idea to have installed one (was done several years ago with a rewire). And wondered if it is becoming a common thing? Or if anyone has ever come across this before?
This wasn't a HMO or anything and was the only emergency light in the house.
 
I fitted one on the landing,one in the kitchen,bathroom and hallway,dead funny though,we had a power cut and a neighbour came around and thought they were great,however she complained to the council to ask why we'd got them and she hadn't since we both live in council houses.

Just like your neighbour telling you when your outside light in the back yard has failed.
