i am a approved electrician, 2391, 17th, nvq3, compex.

i have only worked industrial for the last 7 years.

can i work for myself (domestically) without being registered to niceic or another.
 
If qualified and competent then you can do domestic work so long as it is not notifiable to building control.
The registration with Elecsa or whoever is only required for compliance with self certification of Part P schemes.
To do notifiable work without registering with a scheme you would need to notify building control before starting and pay their fee, they would ensure the work is OK. However if you mention your qualification they may make things easier.
