Did they ever?

Have they always worked live or do they now have to work under the assumption that everything is live?

Yes, obviously but the DNO boys don't have access to all these switches surely?

The P.V inverter is powered from the DNO mains.
No mains, no power from the panels will get onto the DNO network
They don't need to isolate each P.V, but they always work safe.

All grid tied generation equipment should have “island protection” this means if it can’t detect a mains frequency it will not try to feed into it.

then test with meter/lamp
grounding is a third method if needed
