Whats the crack with non fire rated down lighters? do i have to insist they are changed for fire rated or hoods added or is it purely just a recommendation?

fire rated downlights are only required when the ceiling in which they are fitted is a fire barrier. this is usually only the case when the floor above is separate occupancy flats, etc.) or an intgral garage with living accom. above ( in domestic situations)

No, you need fire rated ones.

perfectly. the fire rated fittings are to reinstate the integrity of a fire barrier ceiling, not to stop the fitting from catching fire, but to prevent a fire in , say, the lower room, spreading to the upper room. in a single occupancy dwelling, ceilings are not fire barriers.

Agree with Tel, fire rated are not needed.

Ditto with Tel, not a fire barrier, fore rated downlights not required.
Fire will much more easily go up the stairs!

To be quite honest, fire rated down lighters are so cheap now i fit them as standard, don't care what the Regs are.

First "floor" is = Ground floor ceiling
Ceiling below roof = First floor ceiling
