Does anyone know of down lights that are quite shallow as i have only 4" including the depth of the plasterboard. I will be using LED lamps so heat is not an issue?

Beg to differ!

Not going to argue, however I firmly believe you cannot reduce the fire rating or fire barrier in any ceiling, I certainly NEVER have.

Currently working on a 400year old thatch cottage, wonder what the building inspector would say if I fitted standard fittings??????????????????
 
Fire rated downlights are used to maintain the ceiling’s fire integrity. When a downlight is installed a hole is cut into the ceiling. This hole reduces the ceiling or floors fire rating. In the event of a fire, flames can spread through the hole and into other floors in the building. With easier access to other floors the fire can spread at a much faster rate. Fire rated downlights contain intumescent material, this material expands when it reaches a certain temperature and seals off the hole slowing down the spread of fire and enabling more people to escape.
 
This is an extension with a flat roof with Kingspan (i think) 6" solid insulation with foil back 4" above plaster board ( can't for the life of me think of the name as Friday night and had a drink!)
