Downlighter repairs...obligations?

Called to a house today. 15 MR16 downlighters. 8 not working.
Would like to think its lamps or transformers. The downlighters are not fire rated type. I am just repairing so should i be changing to fire rated or not?

Q: what were you asked to do?
A: repair lights.

Q: was it your fault the lights failed?
A: no, you didn’t install them.

Now comes the tricky bit, you advise the customer of the possible danger.
Q: should I replace them?
A: no, you’re trying to rip me off.

Give the customer your findings in writing, get them to sign it. Get the hell out of there!
