Why do people think its ok to have open connections in the ceiling at the back of downlighters seems most times we do a PIR this is what we find explain it to the customer and they just look bewildered and say the famous line its been ok for years

Most members of the public wouldn't be aware of the method used to connect the fittings they just know that they work. You are right to bring it to their attention and rectify the problem.
Show them this in the regs if they doubt you.
Every termination, connection or joint between live conductors including the neutral conductor must be made in a suitable accessory or enclosure. 421.7, 526.5

And apparently the cpc is just there to aid with stripping and can be discarded with once the task has been performed
