I have a customer who wants 3 downlights in between 2 steels!! Is this ok to do as I will have to cut them into the pink plaster board fire barrier???

Are you using fire rated downlights ? if so i cant see any issue

I have done it around my way on a new build and it was passed off by the LBCA

As above, providing your lights have an equal or greater fire rating than the plasterboard there will be no problems.

sometimes the pink fire rated p/board is double layered
the spring fasteners on the fittings don,t work/spread properly
always use a hole-cutter , not a plaster board saw!
there you go, free advice from a 60 year old

All steels should be double boarded, i.e 1 hr fire protection, not that often they are though!!
but yea agree clips arn't as good in double board, i bend the clips with pliers about half way down tightens them up nicely

Steels will have to be double boarded if normal plasterboard is used.

Fire rated PB negates the requirement to do this.

Also, a lot of FR fittings have two locations for spring positions.

It does depend on the make though :)
