I've been thinking along the same lines as Marvo i think you have what looks like a good design there
I tried to use SDS with homemade adaptor and it wasn't much cop, in reasonable ground it wasn't going anywhere really, whereas knocked it in with the lump hammer no problems so I think you'd have to try the SDS max which for me means buying a drill just for this purpose.
so I started to think of the slidehammer idea after seeing a video on youtube ,another version has a small pneumatic ram attached to the rod only trouble is need a compressor .
 
Around 90% of my sites have TT earth's so if I need to install a new rod, I use a cheap jack hammer with one of the bits cut short and a metal sleeve welded on it.

If the house is not sitting on rock, a 2M stake takes around 30 seconds to put in the ground.

I've been meaning to make a slide hammer arrangement for earth spikes. Most of the spikes we install are in very remote locations and places without power, I always thought a slide hammer with a threaded adapter would work better than a normal sledge hammer.
