PS: SSE have told me I can't have PME ...

think a plate would be a better option than a rod or 3. all depends on the state of the ground and the depth you can get down to. could even bury some rebar as a mat with a lug welded on.

If building is already ongoing a earth mat on a bed of marcanite is the way to go usually gets you between 5 ohm and 30 ohm we do a lot of these as we do the temps on sites for the likes of bam Kier and laings and pme is not permitted earth spike test kit for meggers are worth weight in gold has installation got up front rcd?

What stage is the job at? If you can get in there when the foundation trenches are open then you can get a few rods in with a bare conductor linking them at a sensible depth along with connection(s) to the reinforcing mesh depending on the size of the installation and cost/benefit analysis.

Regarding earth Matt's can i use the rebar in concrete floor before concrete laid. Do you need to don't all mesh together or just clamp on to one sheet. Obliviouslt cable will be in a duct but will concrete reacted got at joint onto mesh. Seems a lot better way doing it now that knocking rods in after floor is laid

Get in as soon as possible, use everything that's available. Get an earth mat and a few rods in under the foundations, lug the steel formwork in any concrete work that's getting laid and connect all points using bare copper wire. Never used an earth plate TBH, assume it's just a copper sheet? Sounds expensive...
