earthing arrangements

i have to run a good length of 16mm swa to a garage 65 mtrs away from the main house to run some sockets and lighting,the system is tn-c-s,the existing earth csa is 16mm,i intend to fit a 63A fused isolator in the meter box via a henly block from the existing 25mm tails,can i run a 16mm earth from the neutral block in the cutout to an earth block then run a 16mm earth to my isolator and another to the main board in the house.
 
at 65meters, it might pay to TT the garage. and no, i am not re-opening the export TNC-S debate.
 
there will be water in the garage hence using one of the 16mm cores for the earth and then 10mm for the main bonding.i also had a guy who subs for the local dno at the property and he said its ok to do.

basically it will be a 16mm earth from the cut-out to an earth block,a 16mm from there to my isolator and another to the main board in the house.
