Hi - hoping someone can help.

We have a new boiler which does the hot water in most of the house apart from a big tank in master bedroom (feeding the shower) which is supposedly on Economy 7 as we have a dual meter. There are seemingly no timers on the tank / elements so wonder how they come on and when. We are suddenly not getting hot water in the morning and the plumber said as elements fine that timing may be out so switch on the immersion over ride!?! I am enclosing picture of wiring in case someone could explain how the elements are wired and where they get the timing signal from.

Please note the timer on the picture is for outside lights and the new consumer board on left is for the extension. Don’t know what little black box is above old consumer unit!

Bottom right of meter - cable with 3 brown bands - where does it go to?

The black box above the consumer unit looks to be a bell transformer.
 
Looks to me like the 'Grey' MEM 2way CU could be the 'Off Peak' board which would be for the lower element. There may not be an override switch for the lower element, just a local isolator.
There would be a 24hr supply from the 'main' GE board for the top element, with its own isolator (Override switch)

Timing would be done remotely by the DNO/Electricity Supplier via the meter.
