Having just made an alteration to a kitchen circuit, literally moved a socket, the kitchen circuit was not covered by RCD so we installed one externally to the consumer unit as it was an old MEM board, would you issue an EIC or a PIR?

Neither and EIC nor a PIR, a PIR is only an inspection and test of an installation, and an EIC is for the provision of a new circuit!! I would issue a Minor Works!

I would say an EIC as you have changed the characteristics of the protection of the circuit by adding the RCD.
BUT thats all IMHO.
