As far as i remember from my day's in an industrial environment, virtually every 3 phase socket circuit were fed via BS 88 fused 3 phase DB's. lol!! Now as far as i know, EICR's are conducted to conform with BS 7671. I can see things getting very confusing if you start applying and/or including other regulations to a BS 7671 EICR format!!
 
Which specific problem do you have with the circuit:
That unlinked SP fuseholders are the means of isolation or switching?
That the fuselinks installed are inadequately rated (e.g. for voltage) to protect the circuit?
Or that the OCP is not linked across the phases as it would be in a TP MCB?

If the latter, I am not sure the NICEIC people understood your query. You would be in trouble if you tried to C2 every TP circuit fed by HRCs.
 
Check the EAW regs, I am fairly certain that you should have a means of disconnecting all your line conductors at the same time. i.e 3 pole linked switch.

E@WR 12 (2) In paragraph (1), “isolation” means the disconnection and separation of the electrical
equipment from every source of electrical energy in such a way that this disconnection and separation
is secure.

Nothing about simultaneous disconnection, so just pull the fuse...times 3, and hide them!
