shop owner contacted for a eicr on commercial property , but been rewired 2-3 year ago does it need it done at this point ?

he will obviously have eic's from when it was wired
 
whats the recommended date for a new inspection on the previous report?

As a new (ish) installation there will be no previous EICR's / PIR's and EIC's dont have the facility to recommend future inspection dates on the cert.
good job it was a pal that noticed this embarassing error , someone more cruel would have given you a right good ripping.

Without knowing what sort of commercial it is the debate is a non starter anyway as different building types / uses have different inspection cycles.
 
If the customer wants you to do an EICR then why not. A shop can get a lot of abuse if the installation is at all available to the public.
This is where the electricians professional opinion comes in.
What is the current state of the installation, might be worth doing an EICR on it.

If you have access to (truthful) EICs then you can verify those results and if OK keep inspection to a minimum and reduce the cost to the customer.
 
As said it will just be the friendly insurance company demanding one , probably insisting on a Nic or similar club too.
 
so the whole vague topic is based on the wild assupmtion that the owner has certs for his recent electrical work ?
which if he doesnt it would explain why hes been asked to provide an EICR by an as yet un-named organisation ?
and of course its easier just asking on the forum instead of getting the facts directly from the client ?
