I'll post some pics when I get the chance to go there next but is it not the dno responsibility seen as it goes in to there neutral

I don't really get your 1st few posts...didn't realise it was connected to the neutral I just thought you had a green and yellow that come out the floor and it's been cut.
 
Could be to a rod as it is PME there is a requirement to stake it at intervals to limit the resistance to true earth, have you tried a loop test to it. Me I would comment in the Report and only worry if remedial works are required.
 
Remedial works are required within the flat. Good zdb reading in the flat tho I was thinking that as well pme earth rod would that not be a c2?

You don't know it is a rod or its purpose if any so without these facts you need to use your own judgement as to whether the safety of the installation is being compromised.
 
The main incomer has a separate earth coming in with it which was connected to the neutral on the supply head which has been cut of but when I opened the trunking lid I could see an earth strap off the trunking going in to the neutral aswell the system has an earth but was thinking bout the separate one that as been cut
 
That's what I was thinking mate and dno don't wana know nic telling me not to touch as it's before the meters.
