How should a failed EICR be followed up by the contractor and/or the client?

No One polices it. Quite simply there is no need to have anything done, It is up to the customer to decide whether they want remedials, end of.Well, by follow up I mean who polices that remedial action is carried out? Then after that does the original test and inspection contractor re test only that remedial work, or has a completely new inspection report required?
You report on the state of the installation, then it's up to the client to decide what they want to do. Hopefully you will get the remedial work. You only retest the work you carry out not a full EICR again.
1 nothing to do with you. you report on the installation that's all.
2 you just test the work you do then issue an eic for that work.
