Electric Heated towel rail help please....

Hi Chaps,

About 5 years ago I installed fully electric towel rail, water filled and not connected to central heating (screwfix or B&Q one)

Got a call off the customer today, top 6" is not heating up anymore - that's a new one on me ?

Anyone come across this before ?

water filled or oil filled. maybe needs topping up/ air in top bit.

What Tel has said, seen this before. Can only be lack of medium in the rad.
