Electric Towel Rail

Hi, Anyone know if a liquid (water) filled electric ladder towel rail can be installed with the element at the top of the ladder instead of, as normal, at the bottom?

I would say no, but check with manufacturer.
They are not 100% full of water plus there is some evaporation so the element could end up out of the water.

I would say no as well as it is something to do with heat RISING so how will the rail get hot at the bottom. You probiiy burn the element out
