Yes,Richard,and a lot of electricians are doing this,who would not be judged as "rogue",but,nevertheless would not admit it on a forum. One,explained to me,that doing an EIC for work where his mate/favoured builder etc had run in cabling,that he may even have supplied,was no different to a company,where installation of the same,was carried out by several operatives,at varying stages of training,and then an EIC would be filled in by the designated authorised person,who may have been involved in all/some/none,of the actual work. We have seen these scenarios,when things go pear shaped,and the courts are tasked with working out responsibility,there is always a list of parties,especially when larger companies are involved. The dude who signs the EIC,is responsible for its' install,but may not have run in any of the cables...he designed it,then told his sidekick,to crack-on. Does that mean the downstairs RFC isn't straddling a hot water pipe? Hopefully not,but is it "hope" that enables him to fill that EIC in and not worry? The reason for this long story,is recently this exact situation arose,where a very good friend(since kids),and a very capable tradesman,did some work for a company we both know and have served for years. I assisted with some design and specification,FOC,job went nicely. Company building owners and insurance requested EIC,nothing else would do. Site meeting arranged,and was more or less asked to do the EIC,insurance inspector (of all people) said "Look mate,it's just a piece of paper that we need to tick a box..." i replied that if all he wanted was a piece of paper,he could have one....but it would have EICR wrote on it...mumbling followed,but EICR it will be. I could have done an EIC,and slept like a baby,but why do it when it is NOT required. I have been involved with hundreds of these issues over the years,and be assured,there are thousands of properties out there with no documents,forged,incorrect,bogus and invented documents...wherever there be rules,there will be bending of those rules,it falls on individuals,maybe even electricians,to find ways forwards from those situations,that both improve safety,and,to a lesser degree,the reputation of these notions.
