Just wired a kitchen extension from an existing dual rcd 17th edition consumer unit. There are 3 new circuits to the CU, ring main, lights and cooker.
With my old company I would inspect and test the whole consumer unit, ie all the old circuits and the 3 new ones. The Schedule of test results would be labelled, for example, circuit 1 to 8 with a full set of results for the whole installation.
My new company say this is wrong and all I have to do is test the 3 circuits I have done. So 1 to 5 on the schedule of test results would be blank and way 6, 7, and 8 would have all the results written in.
Obviously in both scenarios RCD and Ze etc would be tested.
Which way is correct?
 
An electrical installation cert only covers the work you have carried out which in this case would be your 3 new circuits.

In the extent covered box you only describe the work you have done as this is what the cert applies to, you can't certify work you haven't personally carried out.
There's nothing essentially wrong with testing everything, commendable even, but the cert would still only apply to your 3 new circuits. The extra time taken to test the existing circuits plus leaving yourself open to question should anything happen with one of the existing circuits is probably what your company is concerned about.

In this day & age with the blame culture we live in, you need to make sure your own --- is 100% covered.
