Electrician will not give me the form DCN5 after he re wired my mobile home HELP

Hello, can someone please advise me. I found an electrician on Gumtree three weeks ago, I explained that i needed a complete re wire in my mobile home. He came out and priced the job at 750.00. I streesed to him that it was so important that I have all the correct paperwork after the job is done so I can have my electrics put on. I am on a temporary supply at the moment so was anxious to get the re wire done (my old wiring was degraded hence I was cut off by SEC) The electrician told me that the certificates that he gives me will be enough to prove that my home had been re wired. I completed a surface re wire within a day, and passed me the certificates DCN4 . Now im a women and i have no idea what these were but because he told me that was what I had to have, i beleived him. I sent the certificates to the director of the mobile home park where I live and one set to my lawyer. Three days later I was sent a letter from the Park management who told me that the certificate were not complete and that there was missing DCN5, which is the detailed information of what the electrician put in the home and how he did the work etc. I contacted the electrician, and he told me he had gone back to Spain and was not returning to the UK, and to contact his office, where someone there would be able to find the paperwork I needed. I did this, but was told that the company is no longer trading.
In so many words this electrician has cheated me out of 750 to do this work, without providing me with the correct certificate. I was told by him that he was fully certified as an electrician and was a member of some electrical place, yes I know, I was falling into a trap, but I live on my own with my children, and suffer with depression so trying to handle something like this was very difficult, and I was trusting him totaly. When he was here putting the re wire in, we had talked about the situation I was in (a court case that is coming up, due to my electrics and that I may lose my home) he was understanding and I did tell him, that everything must be correct and to the board because of the court case, now im down so much money and no electrics and the management are now saying i have got this electrician in to provide fraud certificates so to get my electrics put on the main supply on the Park.

I need help and advise, Please can someone tell me who i can get in contact about this electrician, not to get my money back, I know I have lost that, but to report him, something, because what he has done to me has ruined me, and left me in such a terrible mess, but to stop him doing this to someone else. Im in my 50's and I have suffered so much over the past three years due to people taking advantage of my situation and breaking me down. I need help. I do not know what I should do now. I do not know who to trust.
please please help.

If a scan's not possible, a completed DCN 5 should have:

Page 1 With client, installation and contractors details.

Page 2 With supply characteristics and schedule of items inspected.

Page 3 With circuit details and test results

Page 4 Is just the guidance for recipients.
 
Wasn't the DCN4 though the old 16th form ? Which was updated to the DCN5, I have vague memories of this, as some NICEIC inspectors would allow you to use the old 16th on the 17th installs and some wouldn't, but to be honest with my memory I have trouble remembering the last time Arsenal won a trophy........;)

After reading your answers above, are you telling me that DCN5 (which is NIC certificate) is the replacement for DCN4? can some please tell me which is right, I am so confused now with this. I live in Bracknell Berkshire and need help as soon as possible to sort this out. Thank you for your help

Ok, have you got a page 3 or is that it?
 
that is it no other pages were given to me. I did though before giving him the money, asked if this was all i needed to give a sprofe of re wire (after I had talked to the council who told me I needed a check certificate (what ever that is) I told him that I had talked to someone who stated that on the certificate his test certificate number of registration should be on the paperwork, he said no and was quite upset that I had doubted him, he reminded me that he was fully qualified and that his work did not need to be checked because of his statues as an electrician. he actually baffled me with this, so I beleived him and passed over the money.
 
you should have a third page which is basically a table that takes up the full sheet where the electrician has written in the boxes different numbers and letters. if you dont have that then it explainas why it is incomplete then the best bet is unfortunatley pay more money and get an electrician out to do a periodic inspection report
 
I guessed what had happened in post 13, page 3 is the test results page without which, your 'certificate' is not valid.

Your only real option as has already been mentioned is to pay a competent electrician to carry out a periodic inspection on the installation.

I know it's too late now but if you're already involved in a court case 'involving your electrics' what made you use Gumtree as a source for an electrician?
 
I have been told by southern electric contracting (who do the electrics on the park where I live, that I need to get a DCN5, is that what you are stating above and is called a periodic inspection report, if it is not, will this report be good enough if I get it

Under normal circumstances you would produce a DCN 5 but that can only be produced by the installer.

For re-connection of supplies for whatever reason, electricity suppliers will accept a periodic inspection report with a 'satisfactory' assessment.
 
The reason I used Gumtree is that I have never had problems before when I needed a builder or such like, I did not think that this would have happened to me. I am a women on my own with children and no one to actually discuss things with before hand

Considering the advise you have had off the forum members

It is sad that you found this place when problems arose instead of when the work was required and then finding gumtree instead
You may have found the same level of advise you are given with finding a suitable electrician to have done the job

If this was a bona fide company that had gone bust, then I,m pretty sure the NICEIC would sort this out and send an approved contractor to issue a PIR for the job.

It don't seem to sit right that the electrician is now in Spain and the company as gone bust ...........strange Unliess it's
