You need to go through some testing of the circuit, dumb suggestion but is the isolator on.
 
Hi Paddington: Go back to basics mate, get the lighting working properly first then look at the fan problem.
You'll probably kick yourself when you find you've got so bogged down in it, you've missed something daft :oops::D.

Gotta go, back in an hour or so.

I had the lighting working
 
Hey Paddington: What I'd have done is to take the fan supply out of the equation completely & get the basic lighting back up & running.
Next thing, connect the 3 core / earth back up but joint it through where the isolator should be & check to make sure the Lights still work and the fan runs. If not check your connections etc.
If it does all work, then replace the connectors with the isolator & then test it all again to see if it still works. It's a bit long winded doing it that way but effective.
Sorry if that sounds really basic & it's not intended to insult you, but I've got no way of knowing your fault finding level or what equipment you have.
