How is a good way of fixing back boxes to existing solid walls of basement flats.

Builder said no fixings but need to ‘glue’

They are just dot dabbing exisiting walls and the finish is white plastic- so will get away with 25mm so no chase needed

Why is the builder stipulating "no fixings"
 
As tel says, use the board adhesive or Pink Grip is quite strong. Only problem is holding them in place whilst they set. You might have to put quite a bit on to make a good firm fixing as well.
