I'm re wiring a ground floor flat, ceiling has been pulled down exposing all the old wiring, some of the worst I've seen, I removed all the cables for the flat I'm working in but one 6mm cable is running through for the flat above, taken from DB in upstairs flat, its joined in 15amp connectors with conductors exposed and live. so question is what do I do here? knock on the door for upstairs and......or what?
 
Not technically his responsibility to fix anything unless the tenant/owner wants to pay for it to be done. Notify them, leave it up to them.

More people need to adopt this policy. Electricians are no different to anyone else, and do not have an obligation to fix every problem going for free.

had this myself...

about half dosen `joints` made up with various connector blocks for finals serving upstairs flat....

all this was just above the down flat dis-board....

gained access to the upstairs flat to isolate and make good...

found out that several socket outlets in the upstairs flat`s kitchen coming off these joints had no R2 present...

also both rings were cross connected due to these joints...

told the landlord it was on time....he was happy for me to proceed...

apalling...

I didn't suggest it was his responsibility and assumed it would be obvious someone should pay, but if they don't want to is everyone suggesting it's just left as is with the potential to cause problems for either or both flat occupants?

It's a small repair on a single cable, not a major rewire on the flat above.
 
Well... knock on the upstairs door and get them to come and see what you see. Then tell them how much you will charge to fix it, given the access you have currently and also give them a rough price to come back later and rip up their floor, carpet, lino!
