Of course it does. The circuits been altered hasn't it Only way to ensure that the alteration complies and the circuit is safe to use is by testing and issuing MWC.

And aren't kitchens classed as special locations?
 
Not a special location but it is notifiable work. I've been caught out on here by this, I thought they were a special location until Tel bet me they wern't.

You are both correct. They are a special location in the building regs, but not the electrical regs.
 
Three areas in domestic installations require special attention
Bathrooms
Kitchens
Outdoors

It baffles me that Bathrooms and outdoors are regarded as 'special locations' and kitchens are not; the building regulations recognize it but BS7671 does not. Although back in the 15th ed. Kitchens were considered by BS7671 as a location of significance, but in the 16th ed lost their 'classification' and then it kicked off again when an MPs daughter was electrocuted in the kitchen.

Somebody knows why but it hasn't filtered down, as yet....

If the circuit is protected by a RCD then a MWC will do, if you need to add RCD or RCBO then it may make sense to do a EIC, especially if you're upgrading or adding bonding at the same time.

Think Ack you will find that "outdoors" as an entity is also not a special location in the BS 7671-2008. And I would not be suprised if very soon sections 701/702 will also loose their special location tags.
