was thinking a xpeliar SL150 fan your thoughts

Has an extraction Rate of 218m³/hr so a room 3m x 3m would get about 10 air changes/hr if it runs continuous, For your requirements it is a good choice of fan and personally I would not use anything smaller

would i get away with a 4" as room is only about 1metre square about 8 ft high. Cupboard understairs really

For a "room" that size a 4" fan would be ok depending on which model you go for they will shift 70 - 90m³/hr so more than enough for your needs
