Has part F now been modified with regards to notifications when installing extractor fans? It’s been many years since I’ve installed one but have heard that you must have attended a recognised training course, have a calibrated anemometer and complete a specific form for building control with the extractor details, extraction rates etc?

The tighter rules came in around June 2022. I think you summed it up nicely.
My understanding is that a competent electrician could install, assuming they know how to do the calculations, and therefore supply the correct fan/system, but commissioning and testing should be done by a suitably qualified bod/company, ie could be a subcontractor, and they could/would do the certification documentation.
