Can anyone help, got to fit 20 of these lights removed from another premises by another company, they are prewired with 6 core flex.. No diagrams.. No instructions..??

Is there supposed to be a picture?

You need a DALI controller to be able to dim them..
the likes of tridonic and osram do them.
if you don't want them dimmed though just switch them conventionally and don't connect the DALI wires

Permanent feed- emergency fitting perhaps

That does help, it shows that the problem is almost certainly in the way it is connected and not a problem with the fittings.
