Fire alarm panel unsafe in george street edinburgh

Ideal Electrical Solutions are a local Edinburgh based electricians. We recently won a contract for general maintenance in a shop in George Street Edinburgh when we came across this unsafe fire alarm panel.The panel was not operating at all and all circuits had faults, no cover for the panel either. A contractor had previously signed this off as being safe and in good working order. Behind the panel we found a joint box with exposed cables in it, none being protected from fire?
