hi people

i'm a 17th edition JIB graded electrician. i am a little confused about the regulations with regards to fire detection. i'm picking up the pieces on a job where the electrician who carried out the initial installation did not carry it out in accordance with the 17th edition. the house is virtually finished but there is not fire detection in place. would you consider 2 smokes and a heat radio interlinked and feed from lighting satisfactory under the 17th?
 
In a standard house with no story exceeding 200m squared interlinked smoke alarms are to be installed as follows:-

1 in circulation areas between sleeping places and places where fires are most likley to start.
2 in circulation spaces within 7.5m of the door of each habitable room
3 at least one on every story
4 if the kitchen is not seperated from the circulation area by a door a compatible interlinked heat detector or heat alarm must additionally be installed in the kitchen.


Providing all is done to the above you are in line with the 17th. Who is taking responsibility for the work so far?
