Hi all.
Can someone who is not a qualified electrician change/upgrade lighting in a commercial or light industrial building. He would also be doing general maintenance.

An opportunity has arisen for me to take over electrical maintenance but the existing employee stays. Thats the deal. He is not a qualified electrician but he has been doing it a while. (Maybe the grandfather rule may apply).

I have not contacted reci yet. Just wanted to throw it out here first.

The current restrictions on electrical work are limited to domestic installations only. Only registered electricians are allowed to carry out electrical installation work in the home. The only exceptions to this would be like for like replacements and the addition of a socket or light to an existing circuit which the homeowner or a non-registered electrician are allowed to do.
In commercial and industrial installations you are not currently obliged to be registered. However you will find in practice that its not encouraged to use non-skilled labour. However in the situation you describe where a competent individual with electrical experience is carrying out maintainance rather than general contracting I cannot see there would be any issues there.
Regarding the "grandfather clause". That was a once off arrangement to allow older electricians who were well trained in practice but did, nt get much college training to be able to become registered electricians despite not full filling all the criteria. I doubt if the arrangement is still available but best to talk to RECI about tgat
