Using to a heater to heat 5L of water.

1. How can I stop this heater at 70C without a thermostat?
2. Will a potentiometer work?
 
Whatever you do, don't just wire a potentiometer in series with your element!!
As said above, you need a sensor/thermostat of some sort. Why do you specifically not want to use a thermostat? This is the sort of job they are designed for!

What would happen if I wired in a potentiometer ?

Can you please explain how you are going to wire the potentiometer into the circuit. You have been informed that this will not work.

A potentiometer is not designed to handle the current of a heating element. They will only handle a few hundred milli watts as a rule. There are high power versions available but these are rather specialist and probably more expensive than a simple thermostat.

If you wire a potentiometer in series with your heating element it will glow brightly and emit smoke.

What kind of thermostat might I need? How do I control the temperature of water? How would these items send information to the heater?
