I am in the process of purchasing my first home. Last weekend i took both my father and my partners to view the house and they both raised concerns about the state of its electrics. I have included a photo of what they were concerned about.

Any advice or view on what you see would be greatly appreciated.

What exactly are they concerned about. At a glance at that, I can tell you that I've seen a lot worse. As E-Z-E said though, if you are concerned, get a local registered electrician to have a look at it for you.
 
The main concern is the fact that part of what you see is new looking (plastic) and the other part is old (black metal). I must state that i have totally no experience with electrics but am interested to find out if they house i am buying is not going to burn down due to shoddy electrics.

Any ideas on the type of costs i could be facing for a re wire of the whole house? It is a 1960's 3 bed.

The metal bit is the suppliers cut out, it doesent belong to you, its not your responsability, Some operators have a upgrade scheme and will upgrade free of charge, but if it isnt broken there probably isnt a lot to be concerned about. Your current consumer unit has some form of protection by means of a RCD.

Biggest concerns would be as to weather there are main earth bonds of suitable size present at the stopcock and gas meter.

Best advice is the same as the other guys, get a local spark to give the place a once over, it wont cost a lot and will be well worth the effort, post the area the house is in and there might even be one of the guys on here willing to have a look for a reasonable fee.
 
To be honest when buying a house it is advisable to have it checked by a qualified electrician as standard. Even if all looks fine, otherwise its assumptive safety. I guess if you want to know the / any house you are moving into is absolutely safe the call to the electrician is a must.

Well it is a split board ie power/cooker/shower on a RCD supply and lights maybe central heating on the non RCD side the only thing I would say is the cables going to the CU are needing clipped and dressed but other than that if 1 is the worst I have seen and 10 is the best I would give this an 8 yes if you want re-assurance the get a periodic test this should cost about ÂŁ125 - ÂŁ150.

If you want it brought up to the current standard ie twin RCD then get a quote from the spark who is doing the testing to put another RCD in the board other than that good luck

The black bit (suppliers cutout)I doubt will be metal and is probably some sort of bakelite material. Metal ones in my area are usually green. As said earlier not your responsibility it is the DNO's
 
Get a full PIR done................it should be done on change of occupancy or every 10 years for a domestic. If you are worried about cost, just have a local electrician do a pre-purchase visual inspection with a PIR completed if there are major concerns. Ask the seller for the old certs!!!
