If that is not the DNO meter then yes it can be changed by the electrician but that looks very much like a DNO meter not a private one as we wouldn't install a cutout like that to fit a private meter

If its a block of flats etc, there may be a main intake position on the ground floor. DNO may have basically a splitter box there which in turns feed each flat. At the end of day, it's the DNO to speak to.

if DNO are saying that it's an electrician's job, it sounds like it's driverman's explanation and that is a secondary cut-out.

Just to confirm...If the meter belongs to the supplier, then the cable as I see it belongs to the DNO.
