I hope I'm not crashing the party here, otherwise I can delete this.
On the IR test, the advice is remove stuff that could be damaged by the 500V. Lamps,dimmers and indicators.
How does this work in practice, does it mean you have unscrew the wires at sockets and swtiches etc , terminate in connector blocks or wago connectors.

Is the 250V test guaranteed not to damage anything ?
 
Generally all equipment must be able to withstand the 250V test as it is subjected to a peak voltage of 325V from the a.c. waveform in normal operation.
If something breaks from the 250V test then it was already faulty.
Testing at 500V subjects the equipment to a greater voltage than normally experienced and so can provide an early warning. If there is a voltage leak at 500V then there may be no (significant) voltage leak at 250V but the breakdown may soon come.

On a practical basis for exam testing then for a dimmer switch you would remove the cables from the terminals and join them together to bypass the dimmer but still allow testing past the dimmer, fluorescent lamps would be removed and ballasts disconnected, if the light is at the end of the line then there is no need to reconnect the cables, however in a practical sense you need to be sure no one can access the cables whilst you are testing so they do not get an uncomfortable shock. Items with neon lights would also need to be bypassed.
For exams a terminal block or wago are normally provided for this purpose.
If you are permitted to do the line and neutral connected together to earth IR testing then sensitive items should not need to be removed, although if you are unsure about something then removal is always possible.
(A non standard approach is to test at 250V first and see if there is a low reading, this may indicate something that may be damaged by 500V so find that and disconnect it before testing again at 250V and if OK then at 500V. This is not something that is usually covered for exam purposes.)
