Discuss help with a question in the Periodic Inspection Reporting & Certification area at ElectriciansForums.net

Since to 'deem oneself competent' is the same as to 'consider oneself competent' I cannot see the problem.

Deem means to consider that someone has a particular quality, in this case competence.
 
I like to see what somebody can turn out, met a few clowns with all the tickets under the sun, they were rubbish.!! On the other hand met blokes on site no quals bloody good tradesman.!! That's life.

Yes it's nice to have the right tickets, but for me I'd rather see what someone can do not what papers they have, I've seen people who have everything and are rubbish and then people with nothing show them up too.
 
If the guy is skilled and experienced one the with skill got through his experience then what is the reason in qualifications ? There are employees working in companies just because of their present skills that most of the qualified staff does not produce. So if he is not eligible to sign something which required a qualification or degree then its another matter but being a skilled one does not refers to have a qualification.
 
One might consider oneself to be competent or otherwise, but I don't believe that they are in a position to deem themselves to be competent. That must be assessed by others, and as I said ultimately probably by a court.

So in the first instance then, who do you suggest will/should be responsible to undertake that initial assessment?? NICEIC (and the like), a C&G qualification, Company owner or his representative, Other 3rd party assessor, ......Who??

Ultimately these day's you are totally responsible for your own actions, and self assessment/self certification are the new ''buzz words'' don't you know. It relieves a lot of interested parties and organisations of what used to be their or at least in part, their responsibilities

True, and I'm not saying that people may not need to make their own assessment. What I am saying is that the requirement for personnel to be competent means that they will be breaking the law if they are not competent (i.e. incompetent) - regardless of whether or not they believe themselves to be competent.
 
As their is nothing legally or otherwise laid down to compare as to what makes one competent or not, then all becomes very grey and cloudy. In a court of law, the judgement won't be to determine if you are competent or not, it'll be based on if you were negligent or not....
 
Every person has to know his limitations . in the interests of safety. even in a court of law .
That's why Qualified Electricians have a conscience .
