should qualified electricians test a product is working before spending time installing it to then find it doesn't?

YES....! but depends what your installing? i used to testy 3 phase Motors and stuff prior to even thinking about removing it from the dockyard logistics store!! obviously your only limited to tests with a Mutlimeter.

thanks again. well it was a cctv system...sparky spent 8 hours installing it all then said it don't work. it wasnt an electrical fault tho but a technical one

difficult to test a CCTV system until its fully installed surely? was a specific peice of equip that was at fault. e.g. switcher, monitor, recorder or camera/s?
