Can anyone help me in a domestic installation can i use PVC single- cables in PVC conduit that runs outside the building andstill comply with the Regs

Yes you can use PVC singles in PVC Conduit.

i would advise spacing your saddles accurately so it doesnt sag in time when it gets a bit weathered

yeah, saddles no more than 2ft. apart. too big a spacing and the conduit will sag.
