It is an electrical installation and it has coordinated characteristics to fulfill specific purposes to run items for the generation, conversion, transmission, distribution or ultilisation of electrical energy!!
 
Water pumps with slip ring motors, liquid starters to the side of the motor. There are also vent valves to the top of the casing.

yes agree des i was thinking same area but maybe cargo doors etc but whatever they are closing or opening it looks like a set of hydraulic pumps.

But il put my guess at hydraulic system for a bridge that opens or swings to let shipping through.
 
Ok tony was spot on with what equipment it was, and a few were close with the use. They are three pumps which are used to empty .........this, it's the dry dock that titanic was fitted out in, these three pumps were originally steam powered and could empty the 20000000 gallon dock in 90 mins. It's in the old harland and Wolff yard in Belfast and the pump house is the building in the top of the shot.
