Is this acceptable for a flat in an eight flat HMO there are three floors.

Probably not, but there’s not enough there to make an opinion.

If that extension lead is powering the storage heater, then that’s wrong.

Trunking through a bathroom is just untidy. Fan upside down, no issue, just no following manufacturers instructions.

There’s nothing there that is 100% dangerous. There’s not enough evidence to a comment on that.
 
The plug is not wired safely and must be rewired. Although as littlespark says, the arrangement is likely not suitable for that heater anyway.

The armoured cable to the consumer unit could do with a cleat.

The worst kind of landlords are all now heading into the HMO world. Its huge money for them with very little control from the councils in real life .
