hi there. was at a job today and the previous electrician has wired a hob in 4 core 2,5mm swa (with separate earth) it is wired in a 3 phase setup with each core being on a 16amcb. as it is a single phase db and setup. is this safe. hob needs a 32asupply

No that is neither safe not compliant, you cannot have a single neutral conductor which is shared by multiple final circuits. For 3x single phase supplies there must be 3x neutral conductors.
The neutral is potentially overloaded as it is at the moment.

Get the installers name and details and report them to anyone who will listen, trading standards, the scams, HSE or anyone else
 
He cant of possibly been an electrician.....The manual says the overall power consumption can be reduced to 4.4KW and minimum circuit breaker size is 20A. Depending on the installation method of the SWA you could put it on a 20A circuit breaker, use three of the cores as LNE and tie the last core down to earth, ditch the separate CPC and make sure the SWA is glanded appropriately with at least one end connecting the armour to earth.
