I have a hot SWA Gland on a 11kV cable. The cable has a SWA Gland on each end. I was under the belief that this would create a current circuit. There is 3 trefols running in parallel.

Any suggestions
 
Sheath voltages are down to current and length not voltage. At that length and because you say there can be sparking at the glands, I would consider earthing at one end and fitting voltage limiters at the other.
I am a bit confused as to why you think they are earthed at both ends but you can cause sparking between the glands, sparking would indicate not being earthed/bonded. could it be that the glands are isolated but arcing in one gland is causing heating?
