House electrics in need of condemning

Ive been asked to look at the electrics in a house, I haven’t tested yet only had a quick look. Just off a visual inspection I came across:

1. No RCD
2. No bonding on gas/ water
3. No equipotent bonding
4. No CPC throughout all circuits
5. Arcing when mains is tuned off then repowered
6. Plumber had a belt off light switch
7. Old size cartridge fuse board
8. Burning on back plate of fittings.

Its clear that the electrics need to be condemned but at the moment I’m NOT part P registered I’m currently waiting for an Elecsa assessment. My main question is do you have to be registered to condemn?

I remember my grandad was always on "capstan full strength" and "senior service"....used to stink the house out with them he did............

When my dad used to smoke it was "clan" pipe tobacco.......but in rollups.........

The o/p would be better testing before condemning outright first wouldn`t he......we`v been on a job today.......took one look under the floor upstairs....full of chuffin joint boxes like toadstools all over the place....so we thought.."sod this" wee`l pull a new ring in but wee`l have a job on on tuesday getting both legs back to the board hence my thinking if any of this install can be saved but brought upto standard.......

They still sell Senior Service and Gold Leaf in Cyprus, not sure about the UK!! The Gold Leaf come in packs of 25 ciggy's in Cyprus...

Was just thinking of all the old names of ciggy's Piccadilly, Peter Stuyvesant, Embassy, Camel, to name but a few!! Then there were the real old ones as others have stated, Capstan full strength and they were strong too, Woodbine's which was also my grandfathers choice.... lol!!

yes its currently lived in the land lord has told the tenant that the house was rewired 7Years ago!

You could ask the landlord if he could show you the EIC for the rewire. When (if) you've seen it, please post here what colour it is.

They still sell Senior Service and Gold Leaf in Cyprus, not sure about the UK!! The Gold Leaf come in packs of 25 ciggy's in Cyprus...

Was just thinking of all the old names of ciggy's Piccadilly, Peter Stuyvesant, Embassy, Camel, to name but a few!! Then there were the real old ones as others have stated, Capstan full strength and they were strong too, Woodbine's which was also my grandfathers choice.... lol!!

Well....he was in the royal navy during ww2....served on HMS resolution....an old ww1 dreadnought....so perhaps things like "senior service" and "capstan full strength" were a requirement/the norm in the RN.....But every time we used to visit we had to bring a bottle of that scrumpy jack cider you could get and woe betide us if we forgot......partial to a glass of cider and a "senior service" my grandad was...lol.........

Got a similar sort of situation here, whereas Its a PME system and only the gas is bonded with a bit of 2.5 wrapped around the pipe.Obviously not suitable
So in my book that's a code 1 for that and a code 1 for no water bond.
Also no RCD at all for sockets.
Although its a code 4 there seems in amongst a few of us as to whether its a fail. What constitutes a fail.
Yes code 1s but on its own does no RCD carry enough weight for a fail.
Any feed back on it so we can put it to sleep.

Well to be honest I would not go as far as a code 1 for non bonding, I would be more inclined to go a 2 for that.

The NICEIC and the ESC who are virtually one and the same recommend that any code 1 and 2s are a unsatisfactory and should be deemed a fail, but in reality you as the inspector has to make the ultimate decision of satisfactory/unsatisfactory. I tend to veer towards the NICEIC assessment of it to be honest as it is pretty clear then as a guide.

As for the socket outlets yes you can code them a 4, I have always done a risk assessment and if it is a down floor ring/radial and there is a chance that a socket could be used for mobile equipment outdoors, then I most likely code it a 2.

Thanks for that reply Malcom , I code 1 the bonding because of the size of the conductor (2.5) and the way it was attached. also No water bond present. to me is code 1.
sockets, there are several that could and are used for lawn mowers etc into the garden and indeed to the shed a, about 10 metres across concrete, where there are several wood cutting machines.
