That would be the most logical way forward for the OP - just a pity the good folks taking our money couldn`t have got round to letting him in on the secret.
 
I managed to trip an RCD on an unwired, non energised, (incomers connected only) DB four feet away from the live one I was working in. Still beats me that one.
 
It seems you have a split load board. it is essential that whichever half a circuit live is from its neutral must go to the same side.
As to N-E if the neutral is still connected to supply when tested if tn-c-s /pme system then they are effectively the same thing.
Testing is an art and easy to get wrong.
